Call for written comments on the Establishment of an Independent Panel on Evidence for Action against AMR (IPEA)

The Quadripartite organizations (FAO, UNEP, WHO and WOAH) are pleased to invite you to submit written comments on the draft documents for the establishment and operationalization of the Independent Panel on Evidence for Action against Antimicrobial Resistance (IPEA).

At the 79th Session of the UN General Assembly in 2024, countries adopted the Political Declaration of the High-level Meeting on Antimicrobial Resistance (AMR), which requested the Quadripartite organizations to establish an IPEA in 2025. The panel aims to facilitate the generation and use of multisectoral, scientific evidence to support Member States in efforts to tackle AMR, making use of existing resources and avoiding duplication of on-going efforts. The Declaration further notes the need for an open and transparent consultation with all Member States on its composition, mandate, scope, and deliverables. 

Following multi-stakeholder consultations through the AMR Multi-Stakeholder Partnership Platform (MSPP) on 8–9 September 2025, the Quadripartite organizations have developed the Founding Document (draft 1), scheduled for finalization by December 2025. A complementary set of documents on the operationalization of the Panel has also been prepared and will be finalized by the panel once it is established. These include Rules of procedure for the IPEA, Conflict-of-Interest policy, and Process for Determining the Work Programme of IPEA

We invite Member States to review these documents and provide written comments by 27 November 2025.

Member States are encouraged to ensure that their contributions reflect a whole-of-government One Health approach, coordinated across agrifood, animal health, the environment and human health sectors. Where possible, consolidated multisectoral positions are encouraged. Your contributions are essential to ensure that the IPEA is bold, effective, and capable of accelerating global action against AMR.
